KAP Minerals and Cymat Technologies signed a memorandum of understanding to develop Canadian scandium-aluminum master alloy production, with the joint venture targeting demonstration of commercial-grade output by the end of 2027. The Financial Post published the announcement on October 28, 2026.
What the KAP-Cymat MOU Covers
Under the MOU, KAP Minerals and Cymat will work toward a definitive joint venture agreement covering scandium oxide supply, master alloy production, intellectual property, financing and commercialization. KAP will lead development of scandium oxide supply from its Kapuskasing project in Northern Ontario, where feasibility and metallurgical work are advancing. Cymat will contribute its proprietary processing technology and manufacturing capabilities to develop commercial-grade scandium-aluminum master alloy.
The companies intend to pursue commercial agreements with aerospace, defence and advanced-manufacturing customers in Canada and allied markets, and to explore relevant federal and provincial funding opportunities. The target is demonstration of commercial-grade master alloy production by the end of 2027, subject to technical development and agreed specifications.
"The strategic value of this initiative is that we intend to manufacture the material industry needs, not simply supply the underlying mineral," said Hampson. "That is where we believe Canada can create lasting industrial value, and where KAP and Cymat have an opportunity to build a differentiated business."
Ontario Minister of Northern Economic Development and Growth George Pirie said the partnership is "great news for innovation and industry in this province," adding that "it is imperative that we capitalise on securing the value-added supply chains associated with northern Ontario; critical minerals and rare earths like scandium." Flavio Volpe, president of the Automotive Parts Manufacturers' Association, said Canada's critical minerals strategy "will be measured by what we manufacture with our resources, not simply what we extract."
KAP's Kapuskasing Resource Base
According to akta.pro company records, KAP's tailings deposit at Kapuskasing contains 14.5 million metric tons of critical minerals, including 100,000 tonnes of rare earth elements and 1,500 tonnes of scandium. The same records list high-grade phosphate reserves of over 50 million metric tons across two zones at the site, with an initial phosphate product production target of 70,000 to 100,000 tonnes per year, scaling to 450,000 tonnes per year.
Rare Earth Partnerships Elsewhere
Vulcan Elements and the North Carolina Collaboratory announced a partnership with UNC-Chapel Hill to develop high-performance rare earth magnets for defense and commercial use, including a $600,000 research award, PR Newswire reported on October 20, 2026. Arafura Rare Earths agreed to supply Traxys North America with 850 tonnes of neodymium-praseodymium oxide annually from its Nolans project, up 70% from the original term sheet, MINING.COM reported on October 14, 2026, with first production expected in mid-2029.
