Meta will invest billions of dollars in a proposed hyperscale data center in Mason County, Kentucky, and will pay millions to local schools and the county while receiving a 40-year tax break on local property taxes under a tentative agreement, Yahoo reported. The company was revealed as the primary backer of the nearly 3,000-acre project at a Mason County Fiscal Court meeting on Tuesday.
Meta Confirmed as Mason County Project Backer
Democratic Mason County Judge-Executive Owen McNeill revealed at the meeting that Meta was the primary company behind the project, after the fiscal court unveiled the tentative community benefits agreement with a Meta subsidiary earlier in October. The company's involvement had remained secret for more than a year while local officials signed non-disclosure agreements.
"I'm confident that this court will be able to continue to lower taxes and the tax burden on local citizens through investments like this," McNeill said.
The agreement commits Meta to investing at least $130 million in water and wastewater infrastructure, roadway improvements and public safety enhancements. It states thousands of workers will be needed during construction, with 400 full-time employees as part of the project.
The county would issue industrial revenue bonds lasting up to 40 years, exempting the campus from local property taxes. Under that structure, the government buys the property and leases it back to the company. Meta would instead pay $5 million a year directly to the county government and $2 million a year to the county school district, on top of millions in tax revenue on electricity sales going to the school district.
We Are Mason County executive director Max Moran told the Kentucky Lantern that residents should have known who was behind the project earlier so they could research the company and "make sure they are a true good neighbor." Moran also questioned whether the industrial revenue bonds meet the standard in an executive order by Democratic Gov. Andy Beshear requiring data center developers to pay their "full and fair share" of local taxes.
Jim Parsons, an attorney with Keating Meuthing & Klekamp PLL, told the fiscal court the payment agreement is "not perfect" but ensures a floor of revenue for the local school district. "I will tell you that the company is getting an incentive on this particular project, and it is a benefit to the company here. But on the other hand, it's good for the company, it's good for the community," Parsons said.
