HLN Consulting has named Lilly Kan as its first Chief Executive Officer, effective January 1, 2027, when she begins the role full-time. The appointment was announced by PRLog. Kan succeeds no predecessor in the title, as the position is new; Dr. Noam Arzt remains President of the Mission Viejo-based health IT consulting firm.

Kan's Public Health Background and CEO Mandate

Kan brings experience working with public health agencies and their partners. She was a senior director at the National Association of County and City Health Officials before joining The Pew Charitable Trusts, and after a role at the Centers for Disease Control and Prevention she became an independent consultant in 2025.

As CEO, Kan will take over leadership, strategic direction, and daily operations. She will work closely with HLN's Management Team to support current clients and look for new ways to grow the business.

"I can't think of anyone more suited than Lilly to lead HLN forward into the future," said Dr. Noam Arzt, President of HLN Consulting. "She is one of the smartest, nicest, most connected people I know. I know HLN will be in capable hands!"

Kan said she has long valued the contributions of HLN and its staff. "I am honored and excited to lead the company in continuing to work with public health and healthcare organizations in leveraging health information technology to enhance the lives of the people they serve," she said.

Dr. Arzt will remain President and will support Kan and the Management Team through the transition.

The company released ICE v2.57.1 in May 2026 with clinical logic updates across Hepatitis B, HPV, Influenza, Pneumococcal, Polio, and Zoster vaccines, plus a wiki URL mapping feature for logic traceability. In April 2026 it launched CDS Insight, an interactive platform for testing and demonstrating ICE clinical logic. In February 2026 it expanded the ICE default immunization schedule to 22 vaccine groups by adding cholera, Japanese encephalitis, typhoid, and yellow fever.

Kan begins in the CEO role full-time on January 1, 2027, the date given in the announcement. Dr. Arzt will support Kan and the Management Team through the transition, the company said. More information on HLN Consulting is available at its website.
