## Inside the Moraine Pharmacy Opening

Primary Health Solutions runs five pharmacies and has locations in Hamilton, Fairfield, Middletown, Oxford, Dayton and Trenton. The nonprofit provides medical, dental, pharmacy and behavioral healthcare to more than 40,000 people.

"The opportunity to help even more people access the medications they need and reduce the financial burden of their prescriptions is tremendous," said Stephen Roller, president and CEO of Primary Health Solutions. "That's what makes this growth so meaningful. It's not just about opening more locations. It's about the difference those locations make in the communities where we serve."

Through the federal 340B Drug Pricing Program, Primary Health Solutions can purchase certain outpatient medications at discounted prices, which helps reduce prescription costs for eligible patients. From January through August 31, the nonprofit helped patients save $4.59 million in out-of-pocket medication costs through the program, according to the company. In 2025, it saved patients about $5.29 million in pharmaceutical costs, according to its 2025 impact report.

A discount program also helps eligible patients access affordable healthcare based on household income and family size. Qualifying patients may receive discounts on eligible services and additional savings on prescriptions through the Primary Health Solutions Pharmacy.

## South Community Acquisition and PHS Scale

Primary Health Solutions acquired South Community Behavioral Health earlier this year, according to [company records](https://akta.pro/company-data) on akta.pro, which list the agreement as announced in April 2026 with a close expected in July 2026 subject to regulatory approval. Roller said the acquisition closed in July.

"When we brought South Community Behavioral Health into Primary Health Solutions in July, our vision was to build on the important behavioral health services already being provided by expanding access to additional healthcare services, including affordable pharmacy services," Roller said.

The same records describe Primary Health Solutions as a nonprofit Federally Qualified Health Center operating about 17 care sites across Southwest Ohio, with annual patient counts cited at more than 66,000, 48,474 and more than 40,000 in different materials.

## Earlier Expansion Moves

In October 2026, Primary Health Solutions said it plans to spend $25 million on expansion projects in Eaton and Hamilton to reach underserved populations, and it expects patient visits to nearly double by 2027, American City Business Journals reported. In September 2026, the organization said it would break ground on its Eaton Health Center on September 30 at 1204 N. Barron St.; the 6,400-square-foot facility, acquired for $1.025 million, will offer primary care, dental, behavioral health and pharmacy services, according to American City Business Journals.

## What Comes Next for PHS

Primary Health Solutions said opening the pharmacy at South Community is the first step in bringing its vision for the acquired behavioral health site to life, and that it looks forward to creating more opportunities for people to access affordable care.
