Dozens of IBGE employees had the full pay for days they struck in August and September deducted in a single installment, leaving some with zeroed salaries, the union Assibge said. The Folha report says the IBGE Instituto Brasileiro Geografia Estatística is Brazil's official federal statistical agency, founded in 1936, producing official population, economic, geographic and social statistics free of charge.
Assibge Calls Deductions Unilateral
In a statement released on Thursday, November 5, Assibge said the decision "agrava o conflito com a categoria e aprofunda o cenário de tensão na instituição." The union said the institute's leadership "insiste em medidas unilaterais, desconsiderando os apelos do sindicato e as iniciativas de interlocução já construídas junto ao governo federal."
Assibge said workers who join strikes know pay can be deducted, but objected to the way the measure was applied, without agreement. The union said it sent the IBGE presidency a proposed agreement term more than a month ago, and that the institute has kept presenting new demands, prolonging talks without conclusion. The deductions mainly affected employees in Bahia, where the strike had the highest adherence, according to the union.
The IBGE leadership told Folha it had informed the union by official letter on September 3, and the Ministry of Management and Innovation on September 25, that negotiations would begin after the electoral period, which ended on October 25. Lawyers Adovaldo Filho and Rodrigo Torelly, of Mauro Menezes & Advogados, said the deduction is not illegal but that applying it without prior negotiation undermines the right to strike, adding that public pay has a food-support character.
IBGE's Data Partnerships
According to akta.pro company records, the IBGE entered a formal data-cooperation partnership with the Tribunal Superior Eleitoral in July 2026 to integrate electoral and statistical datasets. The same records show the agency renewed inter-ministerial cooperation with the Ministry of Health to carry out the National Health Survey planned for 2026, and expanded its dissemination through official presences on TikTok, Bluesky and a WhatsApp Channel.
Earlier IBGE Announcements
On October 20, 2026, pegn reported that the IBGE received federal authorization to hire 325 temporary positions for telephone surveys, with 276 for research agents and 49 for supervisors. On November 5, 2026, Folha reported that the IBGE opened a simplified selection process for 27,279 temporary positions in the 12th Agricultural, Forestry, and Aquaculture Census, with the exam set for January 31, 2027 and contracts lasting up to six months.
What Comes After the Electoral Period
The IBGE told Folha that negotiations with the union will begin after the electoral period, which ended on October 25. The Agricultural Census exam is scheduled for January 31, 2027.
