Infotech appointed Shelly Nooner as president effective immediately, adding revenue, technology, product development and program delivery teams to her responsibilities. She keeps her role as chief product officer. Business Wire announced the appointment on November 5, 2026.

Nooner's Expanded Role at Infotech

Nooner will align the revenue, technology, product development and program delivery functions to support Infotech's growth and its work with transportation agencies and industry partners, according to the announcement. She joined Infotech in January 2025 as chief product officer and has nearly three decades of experience in transportation technology and enterprise software. In that role she helped guide product strategy and technology investments and identified opportunities to connect infrastructure planning, procurement, construction and project delivery.

Dave Muscatel, senior operating partner at Diversis Capital, said Nooner had already been carrying out the president's duties. "The reality is that Shelly has been a driving force behind Infotech's growth strategy since she joined the company two years ago, and this promotion is essentially just formalizing the role she has already been playing within the company and is long overdue," Muscatel said. Diversis Capital is the parent company of Infotech. On October 11, 2026, Diversis Capital acquired majority ownership of Tideworks Technology from Carrix, expanding its vertical software portfolio, Pulse 2.0 reported.

Nooner said she would continue leading the company's growth and innovation work. "With an extraordinary team and trusted industry partnerships, we have an incredible opportunity to shape the future of transportation infrastructure," she said.

Infotech's Platform and Agency Reach

Infotech's product moves include its October 2025 acquisition of Workflow Manager, a Gainesville, Florida-based planning and project delivery software business, which it renamed PlanX, according to akta.pro company records. The company launched PlanX that month as a GIS-enabled planning and project management product for metropolitan planning organizations, local agencies and consultants. Infotech has been the official contractor for AASHTOWare Project since 1985, and its Appia product is used by more than 400 local public agencies and engineering firms. The company says it is trusted by more than 350 agencies and engineering consultants.

Nooner's Immediate Start

The appointment took effect immediately on November 5, 2026, the date of the announcement.
