## Key takeaways

- Rosatom head Alexei Likhachev said the company is ready to supply its domestically produced energy storage systems to rail transport.
- Likhachev cited the 1950s Atomokhod atomic-powered train concept, whose technological concept was ready in the 1980s but never reached a prototype.
- Rosatom and Russian Railways were instructed to submit a roadmap for developing quantum technologies through 2036.
- Rosatom holds 41 energy blocks in 11 countries at different stages of implementation, according to akta.pro company records.

Rosatom is ready to offer its domestically produced energy storage systems to railway transportation and hopes to carry out an "atomic locomotive" project in the future, Rosatom head Alexei Likhachev said in a comment to the corporate publication Strana Rosatom, [Interfax](https://interfax.com/newsroom/top-stories/119787/) reported on November 3. Likhachev said the systems are needed by electric propulsion in general and by rail transport in particular.

## Likhachev's Storage Offer and the Atomokhod Idea

Likhachev recalled the Atomokhod project of the 1950s, which he described as "simply put, [it was] an atomic-powered train." The project's technological concept was ready in the 1980s, but it never reached a prototype stage. "I very much hope that in the coming decades we will return to the topic of the atomic locomotive," he said.

[ROSATOM](https://akta.pro/company-profiles/0005ap7/rosatom) already cooperates with Russian Railways on a quantum project, Likhachev said, and the parties are working on attracting foreign partners to it. Russian Railways and Rosatom were instructed to submit a roadmap for developing quantum technologies through 2036. "Cooperation in this, frankly speaking, highly scientific field will unite us for another decade," he said.

Likhachev also said the two companies are doing "a serious project together related to digital services," which he called "one of the best digital projects." He described Rosatom as now also a logistics company, citing multimodal transportation and container shipping. "And I am sure that our cooperation in logistics with Russian Railways will also be very complementary," he said.

## Rosatom's Nuclear Order Book

According to akta.pro [company records](https://akta.pro/company-data), Rosatom holds 41 energy blocks in 11 countries at different stages of implementation, which the records describe as the world's largest portfolio of orders for nuclear power plant construction. The same records state that Rosatom's enterprises generated more than 220 billion kWh of low-carbon energy from nuclear and wind in 2025, and that atomic energy provides approximately 20% of Russia's total electricity.

## Earlier Rosatom Partnerships

On October 29, 2026, Rosatom said Rwanda will become its first African partner on a small nuclear power plant project, according to Interfax, with the announcement made by Likhachev. On the same day, Likhachev said Rosatom is in talks with the US on small nuclear power plants that could supply electricity to AI data centres, Devdiscourse reported. On October 28, 2026, Rosatom and Togo's Ministry of Energy signed a nuclear cooperation memorandum at the Russia-Africa Summit covering energy, healthcare, agriculture and floating nuclear power units, TASS reported.
