[Pacific Power](https://akta.pro/company-profiles/0008pgv/pacific-power) announced a stipulated settlement with the Oregon Public Utility Commission that would cut customer rates in January and April 2027 before a 9% rate case increase in April 2027 leaves an effective 0.3% increase, [Yahoo](https://www.yahoo.com/news/us/articles/pacific-power-wants-drop-rates-000126074.html) reported. The commission still must finalize the increase.

## How the Pacific Power Rate Steps Work

Under the plan, Pacific Power's rates fall by an estimated 3% in January 2027 through a transition adjustment mechanism and by 4.2% in April 2027 through a power cost adjustment mechanism covering 2021, 2023 and 2024. The final rate case increase of 9% takes effect in April 2027, producing the effective 0.3% increase as of April 5, 2027.

The settlement also allows Pacific Power to raise rates by 0.2% and 1% this month for vegetation management, wildfire mitigation programs and energy assistance pass throughs. Pacific Power said it needs the revenue for higher costs of power poles and wires, increased wildfire insurance costs and infrastructure projects already completed.

"We've worked hard to keep our overall cost increases below inflation and well below the increases customers are seeing for other essentials," said Rick Link, senior vice president of regulation and planning for Pacific Power. "This collaborative agreement reflects the real costs of providing safe, reliable electricity and supports critical investments in the grid."

Pacific Power serves more than 600,000 customers in Oregon cities including Dallas, Independence, Stayton, Albany, Corvallis, Lebanon, Roseburg, Coos Bay, Medford, Hood River, Pendleton and a large portion of Portland. Publicly owned utilities receive exclusive service territories in Oregon in exchange for state regulation.

## Pacific Power's Earlier Oregon Rate Requests

Pacific Power in May proposed a 10.8% residential rate increase and in June requested a 2.8% increase, which the commission denied. The utility raised rates by 21% in 2023, 11% in 2024 and 9% in 2025.

## Wildfire Costs Behind Pacific Power's Filings

According to akta.pro [company records](https://akta.pro/company-data), Pacific Power implemented a 2.9% residential rate increase in March 2026, about $4.29 a month for most customers, while pursuing a longer-term case seeking an 11% total increase by July 2027, driven by tripling power costs and recovery expenses from the January 2024 winter storm. In February 2026 an Oregon jury ordered a $305 million payment to 16 victims of the 2020 Santiam Canyon wildfires, bringing total jury-ordered damages above $1 billion and total wildfire settlements above $2.2 billion, with more than 1,000 class member cases scheduled for trial in 2026 and 2027. The same records show PacifiCorp, Pacific Power's parent, agreed to pay more than $2.2 billion total to wildfire claimants, including $575 million to the U.S. Justice Department.

## Oregon Rate Filings Before the Settlement

In May 2026 Pacific Power asked the Oregon Public Utility Commission to approve an interim 3% residential rate increase starting the next month while it pursued a longer-term rate case totaling an 11% increase by July 2027, [opb](https://akta.pro/news-signals) reported. In July 2026 the utility filed for a $170.7 million electricity rate increase in Oregon, an 8.6% overall increase for its approximately 667,000 customers, and the commission opened a public comment period through a virtual meeting on July 27, 2026, The Cool Down reported.

The Oregon Public Utility Commission must finalize the rate increase.
