The Alabama Corrections Institution Finance Authority issued the bonds in August and sold them in a private transaction on October 6.\n\n## How the Regions Bond Sale Was Structured\n\nThe Alabama Department of Finance identified [Regions Bank](https://akta.pro/company-profiles/0003eg3/regions-bank) as the buyer in a statement on Wednesday, after the buyer's identity was initially redacted from documents on the Electronic Municipal Market Access. The bonds mature in 2046 and carry an annual interest rate of 4.86%, with interest payments due in January and July beginning next year. Alabama can call the bonds in July 2032.\n\nThe department said the authority sought a direct loan through an invitation for bids to align the additional debt with the optional redemption date of its Series 2022 A Bonds. \"This approach was intended to secure more favorable rates and lower issuance costs than might otherwise have been achieved through a traditional public bond sale,\" the statement said.\n\nSen. Greg Albritton, R-Atmore, the outgoing chair of the Senate Finance and Taxation General Fund Committee, said he knew the bonds had been sold but not the identity of the lender. \"I think because they got a better deal,\" Albritton said. \"The amount that was borrowed and things such as that, it seemed to be the appropriate way to move.\"\n\nThe authority authorized borrowing $200 million in August for the Escambia County prison. Lawmakers in 2021 authorized $1.3 billion to build two 4,000-bed facilities in Elmore and Escambia counties. The Elmore County prison, named the Gov. Kay Ivey Correction Complex, has cost $1.25 billion, and the company in charge of construction missed a completion deadline earlier this month. Albritton said the Escambia facility is expected to cost between $700 to $900 million.\n\nAlabama used a direct placement for the Escambia bonds rather than the public process used for Elmore, where Frazier Lanier and Stephens underwrote the bonds with Wells Fargo and Raymond James also participating. The state in 2022 attempted to sell $725 million in bonds for the Elmore prison but raised $509 million in the initial offering; Bill Poole, then the Alabama State Finance Director, blamed a \"lack of interest in long-term maturities\" in the market.\n\n## Regions Bank's Scale Behind the Purchase\n\nRegions Bank is a Birmingham, Alabama-based regional bank operating more than 1,200 branches across 15 states with approximately $161 billion in assets, according to akta.pro [company records](https://akta.pro/company-data). The same records list $1.9 billion in Q1 2026 total revenue, 5% year-over-year growth, and $539 million in Q1 2026 net income, up 16% year-over-year.\n\n## Regions Bank's Recent Moves\n\nRegions Bank launched a treasury management solution with Clip Money and NCR Atleos on October 27, 2026, enabling businesses to deposit cash at more than 8,100 Clip Money locations nationwide, Stock Titan reported. On October 22, 2026, Regions Private Wealth Management received the 2026 Datos Impact Award for Best Innovation in Financial Planning, Stock Titan reported. Regions CEO John Turner hinted on October 16, 2026 that the bank might consider mergers in 2027 after completing its core-deposit platform upgrade, American Banker reported.\n","publisher":{"name":"News for Agent","url":"https://newsforagent.com"}}
