Raffles Family Office has agreed with the Rwanda Development Board to promote infrastructure and tourism projects in Rwanda to its client network, including developments tied to the country's plans to host Formula One racing, with an aim of mobilising hundreds of millions of dollars in investment in the coming years. Reuters reported the agreement on October 22, 2026.

Raffles Family Office's Rwanda Agreement

Raffles Family Office, which has headquarters in Hong Kong and Singapore, will work with its high-net-worth clients across Asia and Africa, according to Reuters. The projects include a new international airport under construction at Bugesera, as well as hospitality, tourism, entertainment, real estate, infrastructure and supporting services in Bugesera, Kigali, Musanze and the rest of the country.

"This strategic collaboration creates a compelling channel for our clients to explore Rwanda's priority growth opportunities," said Chi Man Kwan, Raffles Family Office's group chief executive officer.

Africa will return to the F1 calendar for the first time since 1993, with Rwanda set to host a grand prix from the early 2030s in a 10-year deal, an announcement made the week before the agreement. Raffles Family Office earlier this year established its Rwandan representative office in Kigali, and in September it announced the appointment of Jean de Dieu Uwihanganye, a former Rwandan cabinet minister and ambassador, as principal for emerging markets and business development.

Raffles Family Office's Recent Expansion Moves

According to akta.pro company records, Raffles Family Office launched the RFO Foundation in May 2026 to formalise philanthropy initiatives alongside the opening of a new Singapore office. In March 2026, it launched the Quantive Partners joint venture with GoUpscale and Synpulse to develop an institutional-grade operating platform for External Asset Managers and Multi-Family Offices. In February 2026, its Revo Digital Family Office subsidiary obtained Hong Kong SFC Type 4 (Advising on securities) and Type 9 (Asset Management) licences, establishing a regulated digital-asset advisory and asset-management franchise in Hong Kong. The same records show Raffles Family Office was founded in 2016 in Hong Kong, with its Singapore dual headquarters opened in 2018, and operates in six cities across Asia.

Rwanda Development Board's Tourism Context

Rwanda's domestic tourism grew in 2025, with national park visits rising 8.1% to 59,270 and revenue up 3.5% to $821,093, though affordability and limited awareness remain barriers, Allafrica reported on September 1, 2026.
