[The Jerusalem Post](https://www.jpost.com/defense-and-tech/article-912593) reported his remarks.\n\n## Levy's Case for the Minority Offering\n\nLevy said the offering is necessary because of IAI's growth, uncertainty in Israel and recurring budget constraints. \"There is no choice,\" he said. \"I am certain, 100% convinced, that it will happen in the coming year. I am very optimistic.\"\n\nHe pointed to a November 2020 government decision to pursue a minority offering and stressed that the state would retain control. \"Israel Aerospace Industries will always be managed by the State of Israel. It will always be a national company; it will always be a government company,\" Levy said, adding that approximately half its shares could be held by the public.\n\nLevy said the company operates under several layers of oversight, including the Defense Ministry, the Israel Securities Authority and the Government Companies Authority, along with salary control by the Finance Ministry. He argued those constraints limit how far the company can improve its performance, even after achieving growth.\n\nHe said preparations were advancing on the regulatory front, including a court process involving the attorney-general that is required because some of the company's products are classified. Levy described his move from CEO to chairman as the first such transition at an Israeli government company, acknowledging that it raised questions about conflicts of interest. He said clear arrangements were in place to address situations in which the audit committee examines decisions made during his tenure as CEO.\n\n## Earlier IAI Disclosures Before the Offering\n\nOn September 3, 2026, Levy said the Defense Ministry's debt to the company is nearly NIS 6 billion, making wartime production harder, and urged the Finance Ministry to release budgets and the Defense Ministry to settle payments, The Jerusalem Post reported. On September 2, 2026, CTech reported that the IPO faces a confidentiality dispute that could force IAI to repay NIS 154 million of Series D bonds by December 1, 2025, and exit the reporting regime. On October 8, 2026, CTech reported that IAI is in advanced talks to sell LORA missiles to Morocco, with the deal value undisclosed.\n\n## Other Listing Plans in the Sector\n\n[Fortune India](https://www.fortuneindia.com/business-news/tata-battle-noel-navigates-a-minefield-chandrasekaran-races-the-clock/165699) reported on October 21, 2026, that Noel Tata faces regulatory hurdles to convene the Sir Ratan Tata Trust board and secure AGM representation, while chairman N. Chandrasekaran's camp advances IPO preparations. [MarketScreener](https://www.marketscreener.com/news/sea-plans-ipo-for-financial-services-arm-monee-memo-says-ce785cdbde8cfe23) reported on October 20, 2026, that Sea Limited plans a public listing for its financial services arm Monee.\n\n## Levy on AI in Military Systems\n\nLevy said human judgment would remain central to the company's work. \"Ultimately, AI is a tool,\" he said. \"AI may be more efficient in certain areas, but the human element must always be there.\" He said IAI's products, including satellites, radar, the Arrow missile defense system and land systems, generate vast quantities of information that AI tools can help process and analyze, and that the company develops its AI tools internally because security requirements restrict the introduction of externally available tools into military products.\n","publisher":{"name":"News for Agent","url":"https://newsforagent.com"}}
