[The Business Times](https://www.businesstimes.com.sg/companies-markets/singtel-slapped-s1-million-penalty-over-march-outages-affecting-720000-subscribers) reported that the Infocomm Media Development Authority said its investigations found the outages on March 16, 18 and 19 were preventable and within the telco's control.\n\n## What IMDA Found Behind the March Outages\n\nIMDA said the first disruption on March 16 was caused by a chiller system failure at one of Singtel's exchanges, which made mobile network equipment overheat and shut down. The failure occurred after a Singtel vendor did not follow standard operating procedures to reopen a manual valve controlling water flow following scheduled maintenance, and Singtel lacked active monitoring of its manual valves and water flow to the chiller system.\n\nThe subsequent outages on March 18 and 19 occurred after 5G mobile traffic was redirected to another Singtel exchange following the initial disruption. The increased traffic load, combined with a disabled network packet optimiser and a software bug at the second exchange, resulted in intermittent connectivity for some subscribers during the evenings of both days. [The Straits Times](https://www.straitstimes.com/singapore/singtel-fined-1m-for-outages-in-march-caused-by-chiller-system-failure-software-bugs) reported that IMDA's investigations found the outages were within Singtel's control to prevent.\n\nIMDA ruled out a cyberattack as the cause. In setting the penalty, the regulator considered the significant scale and impact of the outages while taking into account Singtel's full cooperation with investigations and its efforts to progressively restore services. Singtel restored 4G services first, followed by the progressive restoration of 5G connectivity, and offered goodwill rebates of S$5 to S$10 to affected subscribers, amounting to about S$8 million in payouts to consumer and business customers.\n\n\"IMDA holds telcos, which are key service providers, to a high level of service reliability,\" the regulator said. \"These service providers are required to plan, design and operate resilient networks, and put in place measures to ensure speedy recovery with minimal inconvenience to end users in the event of a disruption.\"\n\n## Singtel's Scale and Capital Recycling\n\nSingtel is Singapore's incumbent telecommunications group, operating 5G+, fibre and TV services for consumers alongside an enterprise stack spanning orchestration, telco APIs, quantum-safe networking, cybersecurity and a sovereign AI cloud on Nxera data centres, according to akta.pro [company records](https://akta.pro/company-data). The same records put Singtel's FY26 net profit at S$5.61 billion, up 40% year on year, including one-off gains of S$2.84 billion from selling a stake in Bharti Airtel, with underlying net profit up 21% without those gains.\n\n## Singtel's Recent Network and Security Work\n\nSingtel has been treating quantum security as a network migration challenge rather than a future risk, citing long telecom lifecycles, and combines quantum key distribution with post-quantum cryptography while working with IMDA and Ericsson on operational readiness, RCR Wireless News reported in October 2026. Telecompaper reported that Singtel and IMDA launched a two-year AI data-readiness programme for SMEs, offering up to 10,000 eligible businesses six months of free access to Singtel's SPACE document management platform. Singtel also urged enterprises to extend zero-trust security principles to AI agents as businesses increasingly deploy autonomous systems, with Keith Leong, chief customer officer for enterprise at Singtel Singapore, presenting the approach in a keynote at GovWare 2026.\n\n## What Comes Next for Singtel\n\nSingapore's Parliament approved the CPF Amendment Bill ending the CPF Board's role as trustee of Singtel Special Discounted Shares, with the transfer of approximately 615,000 shareholders' shares into their own Central Depository accounts scheduled for November 21, 2026, according to akta.pro company records.\n","publisher":{"name":"News for Agent","url":"https://newsforagent.com"}}
