ComClark Network and Technology Corp. signed an agreement with UK air traffic control provider [NATS](https://akta.pro/company-profiles/0006zf5/nats) to strengthen its P33-billion bid to modernize the Philippines' air navigation services, the Inquirer [reported](https://business.inquirer.net/616668/comclark-taps-uk-partner-for-p33-b-air-navigation-bid). Dennis Anthony Uy, the company's president and chief executive, said the agreement is meant to finalize NATS' participation in the consortium pursuing the public-private partnership project.

## ComClark's NATS Agreement and the P33-Billion Bid

NATS manages airspace across the United Kingdom and provides air traffic control services to British airports, and it also operates internationally across Europe, North America, the Middle East and Asia. Once finalized, NATS would become the fourth partner in the consortium, alongside [ComClark](https://akta.pro/company-profiles/000gzle/comclark-network-and-technology), the Gokongwei group's JG Summit Infrastructure Holdings Corp. and Tan-led Asia's Emerging Dragon Corp. JG Summit and AEDC are affiliated with Cebu Pacific and Philippine Airlines, respectively.

Uy said securing an experienced international operator was crucial given the technical and safety requirements involved in managing the country's air navigation infrastructure. "We need to get some strong partners internationally," Uy told reporters. "Before you enter the PPP, you should have a strong track record [in the] operation of this kind. This is a sensitive operation."

The P33-billion unsolicited proposal covers the operation and maintenance of the country's air navigation and air traffic services, including communications, navigation and surveillance systems across airports nationwide. It also involves replacing outdated equipment, developing a new air traffic management system and aviation training center, and managing aviation-related meteorological and search-and-rescue facilities.

The PPP Center determined that the latest proposal complies with the requirements for unsolicited projects and endorsed it to the Department of Transportation and the Civil Aviation Authority of the Philippines on September 23 for further evaluation. As of October 5, the project was accepted by the DOTr and Caap for detailed evaluation. ComClark first submitted a P29.82-billion proposal in 2024, followed by a P31.55-billion bid by JG Summit and AEDC in 2025. Both were rejected.

## ComClark's Other Partnerships and Network Reach

ComClark's earlier moves include a January 2026 partnership with Japan's OREX SAI, supported by Japan's Ministry of Internal Affairs and Communications, to conduct Fixed Wireless Access trials using Open RAN technology and n50 L-band spectrum in underserved Philippine areas, according to akta.pro [company records](https://akta.pro/company-data). The same records show a July 2025 Joint Development Agreement with Taiwan's ShinFox Energy, a Foxlink Group subsidiary, to co-develop renewable energy solutions powering ComClark's ICT infrastructure across the Philippines. In January 2025, ComClark launched WaveX, a LEO satellite internet platform with LinkBoost on-demand bandwidth, a real-time monitoring portal, managed Wi-Fi and an emergency response network for public and enterprise sectors.

## NATS Review and UK Disruption

Transport Secretary Heidi Alexander tasked the Civil Aviation Authority with an independent review of NATS, asking what went wrong and whether NATS is ready for the future on investment, systems and resilience, sUAS News reported on September 25. The review followed a September 8, 2026 technical incident, which the Transport Secretary called unacceptable, with results due within six months. Flightglobal reported on September 18 that the Prestwick air traffic facility experienced a connectivity issue less than two weeks after a major UK airspace control failure.
