Justice Madhu Jain issued the order on October 16, 2026.\n\n## Delhi High Court Quashes Dangi Lookout Circulars\n\nJustice Madhu Jain held that the continued operation of the lookout circulars was not warranted given the petitioners' cooperation with the investigation and the absence of adequate justification for preventing them from travelling abroad. The court observed that the pendency of further investigation could not by itself justify an indefinite restriction on a person's right to travel abroad, which forms part of the fundamental right to personal liberty under Article 21 of the Constitution.\n\n\"Continuation of the impugned LOC for an indeterminate period, despite his compliance with the process issued to him, would consequently be shockingly disproportionate,\" the court said while dealing with Sanjay Dangi's petition.\n\nThe court directed both petitioners to furnish affidavits to the ED within one month, undertaking to cooperate with the investigation, appear in response to lawful summons and produce documents or material in their possession, custody or control as lawfully required. They must also intimate the investigating officer by email before foreign travel, providing their complete itinerary, including destinations, departure and return dates, flight details, addresses of stay and contact particulars abroad. The court clarified that the requirement was one of prior intimation and did not require either petitioner to obtain the ED's permission to travel abroad. The ED must communicate the judgment to the Bureau of Immigration, which must give effect to the quashing of the lookout circulars and update its records.\n\nThe court noted that Sanjay Dangi had appeared in response to all summons issued to him and that no instance of his evading the investigation or failing to appear had been pointed out. He had neither been named as an accused nor cited as a witness in the prosecution complaint filed by the ED. Amit Dangi had not been named as an accused in the predicate FIRs, the CBI charge sheet or the ED's prosecution complaint, and was instead cited as prosecution witness No. 130.\n\n## Reliance Home Finance Case Background\n\nAccording to akta.pro [company records](https://akta.pro/company-data), the CBI filed its first chargesheet against Reliance Home Finance and three former senior executives in July 2025 for alleged diversion of borrowed funds causing wrongful loss of Rs 3,526.35 crore to a consortium of 10 public sector banks. The same records show Reliance Home Finance listed its equity shares on NSE and BSE in September 2017, and that Prashant Utreja was appointed Chief Executive Officer effective April 7, 2022, transitioning from CHRO and IT/Digital leadership roles he held since 2017.\n\n## Earlier Reliance Home Finance Developments\n\nThe CBI filed its second chargesheet in the Reliance Home Finance case on October 1, 2026, naming 11 accused including three senior executives and seven group companies, NDTV Profit reported. The CBI conducted searches at 15 premises in Delhi and Mumbai linked to cases registered against Reliance Commercial Finance Ltd. and Reliance Home Finance Ltd. on July 18, 2026, covering 23 interlinked entities associated with the Reliance ADA Group led by Anil Ambani, Business Standard reported. The Enforcement Directorate attached fresh properties worth Rs 1,021 crore linked to Reliance Home Finance Limited and Reliance Commercial Finance Limited in a money laundering investigation, The Hindu reported on July 11, 2026.\n\nThe court clarified that its findings did not determine the merits of the allegations under investigation and would not prevent the ED from proceeding in accordance with law if fresh material or changed circumstances warranted further action.\n","publisher":{"name":"News for Agent","url":"https://newsforagent.com"}}
