Manteca's 147 municipal employees represented by Operating Engineers 3 ratified a memorandum of understanding for a new three-year contract, EIN Presswire reported on October 17, 2026. The agreement sets minimum annual raises of 3 percent, 2 percent and 2 percent plus a one-time $500 stipend, with first-year costs of $784,101.

Manteca Employees Ratify Three-Year Deal

All employees covered by the agreement receive minimum annual increases of 3 percent in the current fiscal year that started July 1, 2 percent in 2027-2028 and 2 percent in 2028-2029. The one-time per employee stipend of $500 is in addition to those raises. Adjustments beyond the minimum each year will be made to specific positions currently compensated below the median of the Gallagher Total Compensation survey completed in March 2026 for similar municipal jobs, with the goal of bringing positions up to the median.

Salaries of any position will not exceed the median outlined in the survey, and there is a minimum of 10 percent base salary spread between levels of positions. The City assumes 100 percent of Short-Term Disability and Long-Term Disability insurance premiums, versus the current 50 percent. Vacation cashout of up to 40 hours per calendar year is allowed if the employee has used the same number of hours in that calendar year. Solid Waste Equipment Operators assigned to operate the front loader or the street sweeper receive a 5 percent add pay, and signing bonuses are eliminated.

The overall cost of the first year is $784,101, with $154,470 coming from the general fund and the rest from enterprise funds such as solid waste collection, wastewater and water. The second year costs are $905,129 with $199,336 from the general fund, and the third year costs are $868,830 with $193,610 from the general fund. After three years on the highest salary step, a meter reader will earn $65,436, a parks maintenance worker 1 will earn $65,426, a solid waste equipment operator 1 will earn $67,386, an equipment mechanic 1 will earn $84,748, a wastewater plant operator 3 will earn $104,150, a water treatment operator will earn $126,197 and a senior facilities technician will earn $102,418.
