[Delhi Urban Shelter Improvement Board](https://akta.pro/company-profiles/00jdofi/delhi-urban-shelter-improvement-board) (DUSIB) has invited expressions of interest for a transaction adviser to redevelop jhuggi-jhopri clusters in Seelampur, Sultanpuri and Lajpat Nagar through public-private partnership, [The Times of India](https://timesofindia.indiatimes.com/city/delhi/seelampur-sultanpuri-and-lajpat-nagar-jj-clusters-set-for-redevelopment/articleshow/135019485.cms) reported on October 17, 2026.

## DUSIB Opens Bids for Transaction Adviser

DUSIB is the statutory body of the Government of NCT of Delhi that provides free night shelters, public sanitation complexes, community halls and affordable housing to the city's urban homeless and JJ basti residents, according to [company records](https://akta.pro/company-data). The adviser will conduct feasibility studies, obtain regulatory clearances and assist in the selection of a private developer for the three projects.

The proposed redevelopment aims to rehabilitate slum dwellers at their existing locations while allowing productive use of land through private-sector participation. Officials said the model seeks to improve living conditions for residents while generating revenue through development of a portion of the land.

"The transaction adviser will assess the feasibility of redevelopment at all three locations, taking into account land values, surrounding infrastructure, connectivity, prevailing property prices and development potential," an official said.

The study will examine provisions of the Master Plan for Delhi, zonal plans, building bye-laws, land-use restrictions and permissible floor area ratio. Conceptual layouts and preliminary cost estimates will cover housing units, built-up area, parking, utilities and other facilities. Officials said the exercise would recommend the mix of residential and commercial development needed to balance construction costs, market demand and financial viability, with detailed financial modelling, projected cash flows and revenue-sharing arrangements also forming part of the assessment.

## Delhi's JJ Cluster Count

Delhi has 675 officially recognised JJ clusters, though officials estimate the actual number to be around 750, according to akta.pro company records. The last comprehensive survey, conducted in 2014, identified nearly 700 JJ clusters and around 3.3 lakh households. Without an updated, verified database of slums and JJ clusters, Delhi government plans a fresh survey to count settlements and households and identify beneficiaries for its proposed in-situ rehabilitation programme.

## Earlier DUSIB Decisions

On August 20, 2026, the Supreme Court upheld the Delhi High Court's eviction order against Kawatra Hospitality Pvt Ltd for land allotted by DUSIB, Devdiscourse reported. On August 19, 2026, Delhi amended its slum rehabilitation framework under the draft Master Plan for Delhi 2047 to increase the Floor Area Ratio and allow a larger share of land for commercial sale, The Indian Express reported.

## Next Steps for Delhi Urban Shelter Improvement Board

Under the government's proposed Jahan Jhuggi, Wahan Makan scheme, residents are to be rehabilitated at or near their existing locations through multi-storey economically weaker section flats, broadly within a 0-3 km radius wherever feasible. Delhi government has extended the JJ basti identification cut-off date from January 1, 2006, to January 1, 2025.
