Green Circle Decarbonize Technology Opens Talks on Karuizawa Green Building Project Worth Over HKD 100 Million

Green Circle Decarbonize Technology Limited said on October 15, 2026 that it entered preliminary discussions to apply its decarbonization and sustainable building technologies to a luxury hotel and villa development in Karuizawa, Japan, with an estimated total contract sum expected to exceed HKD 100 million. The discussions cover joint exploration and promotion of green industries and infrastructure projects in the Japanese market, the company said. The cooperation would focus on renewable energy across the upstream and downstream of the green industry chain, infrastructure construction, and project operation, according to the announcement.

Green Circle Decarbonize Technology said it is exploring the application of its decarbonization and sustainable building technologies to the Karuizawa project, while WinS Management and Company brings a team with expertise across facility operations. The company said it has experience designing green, low-carbon infrastructure.

The Karuizawa development spans a 42,500-square-meter hotel site alongside master-planned phases nearing 200,000 square meters, the company said. It includes 40 rooms and branded residences, with hot spring onsens and natural landscapes, and Green Circle Decarbonize Technology said its decarbonization solutions aim to set a new standard for sustainable luxury hospitality in Japan.

WinS Management is leading a capital-raising campaign to support the development and financing of the project, according to the announcement. Green Circle Decarbonize Technology said the discussions are preliminary and non-binding and may not lead to actual projects, and that the parties have not entered into any definitive agreement relating to the proposed projects.
